  Who are we targeting for workforce development?

  While we do not have a problem with helping to educate someone, who then gets a job with an incumbent ISP, we would much rather that they use their training to build a cooperative ISP. Download the NTIA Internet For All: Workforce Planning Guide and share your thoughts and plans with us.
